In this film the basic problems of a small and sleepy town are described and subsequently generalised. Town life is observed in a probing way. Up until now, investments have not yielded any effects, yet the town was once famous for its cobblers. They now have to execute their job semi-illegally due to a lack of material. The black market in leather is thriving. The town's young people are moving to the larger cities. The camera registers the people that stay behind; along small cement roads, in small workshops, in bars full of drunken people who sing an old schmaltzy song. The film has a lot of close-ups, which have a symbolic and tone-setting function. (International Documentary Film Festival Amsterdam)
